So as you could probably tell from my 500 plus posts on the topic in the past week, I became my local PCA editor. Somehow, when I sent the PDF to the person in charge of the website, a line of text got removed and replaced with another that could be seen as vaguely relevant. The left is the pdf sent to the webmaster, the right is the pdf featured on the website. Everything else is identical except file name. How could this happen?
I vote !!!error: Indecipherable SUB-paragraph formatting!!! , but what say you?

Was the file open at any time while Oppo was also open...?

Joking aside: Are those both shots from your machine?
I'd say someone edited the file by mistake or comments were used on accident are now "off" in the shot on the right.

Strange. Any chance you had the PDF on the left open, and hadn't saved some changes to it before sending it to the webmaster?

Question: What are you using to make the PDFs; also, what is he/she using to read them?

Hmm, strange. You could try taking a peek at any metadata that is in the document. Not sure if it'll turn up much, but it might be worth looking into.

I made the PDF by exporting from indesign, I am unaware what they used to view it, but it was posted to norpca.org where it is viewable.

Huh, I've heard of these shenanigans with reading it with Adobe, but unfortunately, I can't be too much help then :/

I'm not entirely sure. I've done it with Word documents before, and it will show the author, how long the file was edited for, when it was edited, etc. Not sure if there is something similar for PDFs.
